What problems would this solve?

Currently, each translation of a page has to have and maintain its own copies of any live samples. This is not efficient, and will lead to samples becoming obsolete or deviating from one locale to another.
Who would use this?

Anyone translating or using localized content that uses live samples
What would users see?

Writers would have the ability to select a sample from the master locale of the page and embed that, instead of having a separate copy.
What would users do? What would happen as a result?

This would essentially be transclusion of the code from one locale to another, without any text content.
Is there anything else we should know?

We don't want this. It has been done for Chinese and it burned us as a a lot of live samples have textual information in them.
