Steps to reproduce:

1) Start downloading a file of enough size.
2) Close all the browsing windows.


Actual results:

The download gets suspended.


Expected results:

When there's a pending file download, if I close the last browsing window, Firefox should open the Library window (download section) to keep the download alive.
Internet Explorer uses the same approach.
