The API limits the size of attachments because base 64 encoding things into JSON blobs isn't the best way to go. If someone tries something large, we should return a 413 status and point them to the alternative API.

STR:
Upload a packaged app larger than 50MB to the validation API.
Expected result:
A 413 error response.
Verified. API returns 413 error response. Tested by uploading a 64 MB large packaged app.

Steps used to reproduce:
1. Create a packaged app with a huge txt file with junk data (try to make sure that data is random so that zip does not deflate it much).
2. Use the validation API to validate this packaged app.
