As the attached testcase demonstrates, the Event object passed
to event handlers in Mozilla does not have a "modifiers" property.  This
property is part of the Netscape 4 event model, and Mozilla probably ought to
support it for backwards compatibility.  Mozilla does support the "which"
property, so some attempt has already been made towards compatibility.  If
you're going to do it part way, you might as well do it all the way.
