Match property values using contains for filterOp == "contains"

So this fixes filterOp == "contains" to work as expected. See inline comments for an explanation of how it matches contacts.

What countries? FWIW, with this patch, "+1 1234" is found with "1234", and "1234" is found with "+1 1234".
