A few weeks ago, Atul introduced Transifex (https://www.transifex.com/) as a localization system for Thimble. Popcorn Maker needs similar functionality to let people in different areas start localizing strings.
Localization is being handled across all webmaker.org properties, this will get covered by that, so resolving as incomplete for now.
