I've seen this on current Firefox20b on my Macbook and on Firefox18.01 on Ubuntu.

Basically, this seems to happen after a while, when having Firefox open for a couple of days or something and having so many tabs open that the scrolling mechanism widget for the tabbed browser is visible.

When trying to scroll the tab strip, nothing happens (new tabs also are not scrolled into view) and I see this error in the error console:
