The default when clicking an "ordinary" link is that it gets opened in the current tab (replacing the current page). This is the normal behaviour.
You can select a new tab or a new page instead, from the right-click menu.
Links meant to open a new page are subject to what you specify in "Edit → Preferences → Browser → Tabbed Browsing".
Links sent to the Browser from other applications (including SeaMonkey MailNews) are subject to a different set of radio buttons on the same page of the Preferences dialog.
Resolving as INVALID (Not a bug: the behaviour is according to specs)
