DXR appears to be missing some or all of the baseline compiler code, even though that landed on nightly a bit ago.

If DXR is out of date relative to the actual codebase to this extent, it should have a clear warning message in the UI so people know to use MXR instead. Otherwise it is going to waste developer time and energy.

We had originally planned to obsolete the current deployment (which runs a version of DXR several months behind master) in favor of a new one about a week ago. However, it's taking longer than we anticipated, so I'm grabbing this. First, let's see if I can repro the hang locally on master....
