Open a window and load a page with some links in it.
Now right-click a link and tell it to open the link in a new window.
Before the new page displays anything to the screen, hit alt-tab (or minimize,
or whatever) to go back to the initial page.
As soon as the newly-opened page begins to display information it brings itself
to the foreground (even if minimized).
This is VERY annoying, and I hope it can be fixed soon.
I know this is an issue with mozilla build 20010614, but I have noticed this bug
in the past week or so of builds.
I skimmed through Bugzilla for a similar bug and didn't find any, so if this is
a repeat I apologize in advance.
