Some rounded rect clips don't happen when we have nested layers, I think it is where we push the mask layer down a layer, or possibly just where we use an intermediate surface.

I think this is a regression due to bug 841192, I tested a nightly either side of it landing and it worked before and was broken after.

If one of the bugs is going to be duped, and this is a regression in 23 that we're concerned about please leave whichever bug the work will be done in tracking nominated and I'll catch it on my next swing through 23 nominations.
