After switching skins once Mozilla displays 2 "Security Warning" prompts on each
insecure submit. After switching skins twice Mozilla displays 3 "Security
Warning" prompts on each insecure submit. After switching skins three times
Mozilla displays 4 "Security Warning" prompts on each insecure submit. It would
seem that after switching skins n times, Mozilla displays n+1 "Security Warning"
prompts on each insecure submit.

Steps to reproduce:
1. Submit a form
2. Make sure "Security Warning" dialog/prompt appears ( if it doesn't I'm not
sure how to enable it )
3. Switch skin/theme (you can even switch to the same theme.)
4. If skin was successfully switched, try submitting the form again.

Expected result: only one "Security Warning" dialog/prompt appears

Actual result: 2 "Security Warning" dialog/prompt appears

Note: try doing 3 and 4 over and over

I see this too.

to enable the Warning prompt goto Edit->Pref, "Privacy and Security"->SSL,
enable "Sending form data from an insecure page to an insecure page".

This doesn't appear to be caused just by skin switches. After a new install of 
the 20010710 (09-trunk) Win32 nightly on my Win2K system, I get multiple submit 
prompts. See bug 90392.
