8633 - Account Manager needs scroll bars when many servers listed

Build 1999061908M7 Win32/NT4, Linux Redhat 5.2, Mac 8.5.1

Summary: If there are many servers, such as 5 or 6, listed in the top left
portion of the Account Manager window then it can be difficult to access the
last few servers on the list because a scroll bar is not available.

Steps to reproduce:
1. Configure a prefs50.js file with 5 or 6 accounts.
2. Start Messenger.
3. Select Edit/Account Setup and the Account Manager window appears. Notice the
accounts listed in the top left corner.
4. Expand the first server, expand the second server, expand the third
and continue to try and expand all of them. Eventually there won't be room to
display all the information and you won't be able to access the servers listed
at the end.

Expected Results: I was expecting to see a vertical scroll bar to access the
servers at the end.
