Steps to reproduce:
Load https://www.fbi.gov/ with Mixed Active Content Blocker on. FBI's site breaks.
I'm running Firefox 22, but couldn't select that..

Bryan - do you use the HTTPS Everywhere extension? How did you discover this issue?

Indeed I do, but as far as I can tell you can get it by just going to https://www.fbi.gov without it.
The sites they link to that are HTTPS (tips.f,forms.f) do not have this issue.

Matt, can you test this on IE and Chrome and set the whiteboard flags if it is also blocked on those browsers:

It also affects Chrome.
I sent an email to my local FBI office to try to get to the right individuals. (they don't have a national email address)

They now force a redirect to non HTTPS, so I'm going to close this.
