Let's create a waffle sample to dial up the % of inproduct traffic switched over to HTTPS. We can look at performance and load graphs and determine what needs to be done, if anything, to go full https for inproduct traffic.
Why sample over flag? Most of these will be new users and once they go https they will stay there due to the strict transport security headers are setting now. So no need to set an extra cookie for a waffle flag.
I think this is a 1pter to:
* Create the sample
* Redirect over to https from the inproduct view when the sample is True
