Details

When the user chooses to suspend their Webmaker account the call must change the "isSuspended" flag in the user model, AND cascade suspend calls to all tools hosting Makes associated with the account.

We're not sure we want "suspend" vs. "delete"; until then, this bug isn't really valid.
