Sorry, I missed this request.
Start Firefox > New Private Window, use that window, leaving the other open. Browse to sites and download jpg or video. Shut down Firefox, restart and look in history.

Can you try this in safe mode, by selecting "Restart with Add-ons Disabled" from the Help menu?
I've seen this happening in SeaMonkey 2.19 and later, which is using the old Toolkit Download Manager, with the progress bar dialog enabled. I'm unable to reproduce on SeaMonkey 2.18 beta 4. I'm also unable to reproduce this on the current Firefox 21.0 release, with neither new nor old download manager.

Tried without add-ons... same result.
I have almost the same problem. My download history only retains pictures (right click -> save image as).
The problem appears on multiple machines with the same configuration.
Mozilla/5.0 (Windows NT 6.2; WOW64; rv:22.0) Gecko/20100101 Firefox/22.0
I noticed, that my description of the problem is a bit ambiguous.
What I meant to say, is that I have almost the same problem. However, my history does only retain pictures from private browsing, not also videos.
With videos there are no problems, they are displayed in the private windows' download area, but the pictures appear in the normal windows' one.
Since this bug also appears to happen on my machines (using Windows 8) I suggest expanding the range of affected OSes.

Could you be more specific about the steps you take to save the image and how you verify that the history remains? I have been saving images via "Save Image As" in a private window and can't find any trace of them in the public download history view or the browser history window.

It started, when the downloads started being listed in the library and the icon instead of a dedicated download window. SO I presumed the error lay with Firefox.
However, as I repeated the steps in safe mode, everything worked fine. So I started turning off add-ons. As it turns out, the "Mozilla Archive Format" is the culprit. As soon as this extension is disabled, everything works fine.
I am sorry for not having tried this before.

senhor.ron, could you confirm you're using the same add-on ("Mozilla Archive Format") and disabling it fixes the issue?

Tried to be too fast, while waking up... Sorry!
I was working with a clean Firefox install on a freshly installed machine, so I honestly don´t see the use of creating another profile, other than to please the community :-) If nobody is able to replicate the issue, it must be an issue only appearing on my configuration... Right?
Anyway, I created a fresh profile and tested for a few minutes. Issue did not arise, but then again with a clean profile, no script/add-blockers, there are certain sites I don´t visit :-)

It would be fine if you could confirm the issue doesn't appear with a clean profile used regularly. What's the list of your add-ons?
