I'm not sure why this is like this, but it's been like this from the beginning. The 'Flags' section on review pages just shows a bunch of 'Review object' lines, one for every flagged review an editor has.

https://github.com/mozilla/zamboni/pull/728 fixes it so that it shows the same flags we show in the queue pages.
Thanks for filing this.  Due to resource constraints we are closing bugs which we won't realistically be able to fix.  If you have a patch that applies to this bug please reopen.
