Shuffle the homepage to reflect the design proposed in bug 791685. Do it simultaneously with bug 864352 if current sandstone base CSS breaks the homepage (because it doesn't support the current grid or something).

Logged in state: only log out in the menu, later on we can add "check my LDAP permission the menu" etc.
