Details
We need to re-submit all Vid.ly files that have failed. In doing so, we need to keep track of every submission we make to Vid.ly.

This has now been released to master.
It only supports some basic features but it'll be the most important ones for now.
1. You can go to https://air-dev.allizom.org/manage/vidly/ and see the state of every event that uses a template with the word "Vid.ly" in it.
2. You can invert the search (invert by asking vid.ly for all tags by status and then finding the events with those tags) by going to something like: https://air-dev.allizom.org/manage/vidly/?status=Error
3. Re-submit. Click the "Re-submit" button and fill in the form again. If you have previous submissions recorded it will pre-fill the form that appears with whatever you typed in last time. It makes sense once you try it.
4. When you're on an event edit page like this: https://air-dev.allizom.org/manage/events/480/ if the template is a Vid.ly one you get the same little status badge on the upper right-hand side. Also, if the event has recorded submissions (or re-submissions) there will be a link to. This will also make a lot of sense when you see it.
Let's go through it when we meet. I'm eager to try this with something that isn't a mock proxy that I've been running locally to test.
