when synchronising with other bug systems, we've hit problems where the max attachment size on bmo is smaller than their system. discussions with the systems and database teams are ongoing with respect to raising the max-attachment-size globally, however as a stop-gap measure we should investigate adding a group whose members are able to attach larger attachments (10m instead of the current 4m).
the discussions came to a conclusion quicker than i expected. we'll be increasing the global attachment limit.
