Currently, clicking on the Download Finished Notification opens the finished downloads in Library view.
Opening the new Downloads panel instead would be better since only recent downloads would be shown, it's faster and more convenient for the user.
That notification will be removed by bug 588314, so it's not worth to fix this.
Regardless, the complete manager is a much better target for accessibility, so I think the current behavior is fine.
