The kitsune Chat app serves one page, /%LOCALE%/chat and only ever offered chat support in English. We haven't provided chat support in over a year.

/en-US/chat got 434 pageviews in the past month. Let's remove the app. Less code++.

We can either delete the /chat url entirely or make it redirect somewhere.
