When you load the page referenced it loads a page of garbage. The page source
shows pure garbage as well. An example of the output (a very small bit of it) is 'ã?6?Gµ`ß`Û?'.
This appears to have been broken last week. I have tested it on current Win32
and Linux builds and it fails. It last worked under Linux with 061221, 061306
was broken. Curiously, downloading the HTML with wget and putting it available
from my web server allows me to view it. The above HTML page is mirrored at
http://www.cerias.purdue.edu/homes/rajak/mozilla/sys_generic.c.html (only the
name changed slightly, the HTML is identical).

This is not limited to OpenBSD's CVSWEB implementation, it can also be
reproduced at FreeBSD's (http://www.freebsd.org/cgi/cvsweb.cgi/).

There is no Javascript or other weirdness in the produced HTML, it is normal as
far as I can tell (if not -quite- compliant, it is reasonably close, couple of
font tags missing "'s, etc).
Confirming with Linux build 2001061308. Both page and source show up as garbage.
