We currently scan all files of every package during the AV scan. We should cache the files we've scanned to avoid scanning them one per locale. This probably wouldn't be an order of magnitude difference, because we still need to scan the containing package + extract it to see which files we have, but it would certainly be an improvement.

Antivirus scans are run through https://github.com/mozilla/build-tools/blob/master/stage/extract_and_run_command.py, so the easiest way to do this is to implement caching for that script overall.

Moving to S3 is going to change how AV scans are done, this probably isn't relevant in that world.
