How long will data be retained?
How long will it be needed?
Will we keep aggregate reports (don't know what those are yet) for longer than raw data?

Daniel, I think we need to document this stuff.
At present, we will retain documents up to six months after submission.

The policy that was discussed during the FHR approval process was as follows:
Documents can contain up to 180 days of data per submission.
New submissions send a delete header to remove previous submissions.
Documents that have not been replaced within 180 days will be automatically removed by the server.
Aggregate roll ups that cannot be linked back to a single raw submission will be kept indefinitely.
Aggregate roll ups that are of a small population size will not be kept for more than 180 days. These roll ups are also not able to be returned via the comparison API.
