Details
From investigation in bug 865414, we are resetting our pip cache every time we do a Jenkins build. This causes lots of slowness. I'm going to comment it out, and we can re-enable it if we really need it at another time.

I made this: https://github.com/selenamarie/socorro/tree/bug865868-stop-killing-pip-cache However, it redefines clean in a way that probably isn't what we want. Testing on an SSD, this build takes 10 minutes. It takes 25-30 minutes on current jenkins box. Not sure what else to do to try to fix this at this point.

Moved to using virtualenv and peep to resolve lengthy refresh times.
