REPRODUCING PROCEDURES:
1.Use SIM card support CLI(AT&T),or use virtual network（SAS).
2.Keep default poland language,dail *#30# or *#31*,pop up message isn't translated.->ko
EXPECTED BEHAVIOUR:
Change to Poland.

I have no idea what this does, nor where the strings would come from.
It comes from under layer. Vendor actually. I think Dialer app should make a deal with low level show message with different locale.
BTW, all the cases are coming from hard coded string.
