Steps to reproduce:
1.Login to MP
2.Search for a paid app and start the purchasing process
3.Press on the "Terms & Conditions" link

Expected results:
Since we have a very long "Terms & Conditions" page, the "Back" button should be displayed at the top of the page

Actual results:
"Back" button is at the bottom of the page and users have to scroll the entire "Terms & Conditions" to press it
The Back button should be at the top and bottom of the page.
