Details
A new Bouncer component uses PDO for database connections. This component will raise exceptions on failures, which is good practice; however, it is unknown whether or not such exceptions will create problems in the overall Bouncer code. The idea here would be to write an exception/error handler, that would handle all errors and exceptions and redirect the user to a useful page. The error/exception handler could also have the responsibility of notifying the NOC, once that becomes operational.

The NOC will never be operational, so this is unnecessary.
