The Mozilla manifest spec (https://developer.mozilla.org/en-US/docs/Apps/Manifest#locales)  recommends that the locale keys for the metadata match the actual locales supported by the app.

The marketplace would like to have a policy that they do actually match rather than just recommending it.  Marketplace policies are at https://marketplace.firefox.com/developers/docs/review

Copy and paste. Devhub content is frozen until MDN's apps section opens (CCing Ali and dbuc who should have an idea of the timeline for this?).

However, looks like this is important, so we'll have to go ahead and update the content here. Jen, can you copy the content over for the next push?
