Issue seen on Inari using v1.0.1 Commercial RIL:

Reproduce:
* Try to make a call without having a SIM card inserted

Expected:
* Error message appears saying "No Network connection, To make a call, the phone must be connected to a network"

Actual:
* Impossible to click on the OK button to come out of the error notification. One must long-tap the Home button to go back to home screen or to navigate to another app.
* Sometimes a white screen appears when you come back to the error notification
* A permanent green line stays on top of the device screen, on every screen, all the time

No repro on today's 2.1 with Hamachi. So, this bug is out of date and we suspect that it's no longer valid. If you think this is in error, please reopen it.
