I'm noticed my Tab Group windows didn't react to Ctrl+Shift+I anymore to launch Inspector. Investigating this I discovered I only have "Toggle Tools" menu available in these windows.
Yet, if I create a new window Ctrl+Shift+N all tools are there including the keyboard shortcuts and they work.
What's that about, I wonder?

When this happens, does the original window show all the menu items?
It has happened to me as well and I don't use tab groups at all. I believe one contributing factor is that on those occasions starting up Firefox took a long time to complete, due to the CPU (or even disk I/O) being clogged from other processes (e.g. right after boot).

I'm not sure what is "original window" here. This session that I'm always in is very long lived with the help of Session Manager. I have no idea which window is the very first one.

I mean the initial window that launched when you started Firefox. If it had the same problem, then we are probably both seeing the same issue. If you have a window with a fully-populated Web Developer submenu, but *then* you somehow get a window with a broken submenu, then I'm interested in the steps to reproduce it, because it has never happened to me.

Right that's what I thought. But I have no idea how to find the Luke I'm Your Father of all windows. In this session I have 3 windows and the one with the most Tab Groups (10+) and generally receiving the most work, is missing the menu items. I just went through all the Tab Groups in there, but no menu items for any of them.
I think my workaround here could be saving each Tab Group as Bookmark All Tabs and restore them Tab Groups of a fresh fixed window. Of course that doesn't help finding the bug much.

I've been wishing for the ability to move Tab Groups between windows before, but as the feature is in the doghouse altogether based on what I've read, not holding my breath.
