Screen shot of one window with the black bar.
Sync has a problem, and an ugly black banner is now at the bottom of each window, with no way to dismiss the message. There should be a "close" button so I can get rid of the message and get back that part of each and every window.
The message has been around for ten minutes, so it doesn't appear to have a timeout.
The message says "Sync encounter an errror...: Unknown Error. Sync...action. [Preferences...]".

turn off your syncing notifications..

Sync no longer uses that bar for messages.
