In 4/28 Nightly, FF23, OS X...

0) In about:config, set plugins.click_to_play to true.
1) Go to a website with Flash plugins (e.g. https://www.adobe.com/software/flash/about/)

Expected: The user is prompted to activate plugins
Actual: Plugins activate

This is a regression.
Bug 549697 is the "culprit" here. Click to play still works, but you need to set the plugins to "Always ask" in about:addons
Bug 866390 is about a default pref for plugin activation.
