Details
Cannot open new windows in recent nightly builds. Error console only shows one error: Error: TypeError: this.mCurrentBrowser._createAutoScrollPopup is not a function Source File: chrome://browser/content/tabbrowser.xml Line: 2716 Affects both new standard windows and new private browsing windows.
Did you try with a fresh profile? https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles I'm not able to repro the issue with FF23 on Win 7.

Cannot reproduce with new profile. Suspect this may be related to bug 866545, but does not crash here, does there... Note that I do have: dom.enable_performance = false in the profile that cannot open new windows.

This is very likely a duplicate of bug 866537, which was fixed by backing out bug 697319.
