 1.when you receive the USSD notification 
 2.there is a place to answer to received message. This "place" should not be available. The USSD notification should not have any place to input some text. 
 
 EXPECTED BEHAVIOUR:
 The USSD notification should not have any place to input text.

As long as there is no answers to https://bugzilla.mozilla.org/show_bug.cgi?id=857515#c5 I still consider this as invalid.

No. It's kind of unsolicited notification coming from the mobile operator.(the operator initiates the session)
It looks like a MMI check, returning some info. A similar bug is 861754.

We can reproduce this. This happens for network initiated USSD sessions. Fix coming soon.
