Basically in short:

If it's true, the app launches in fullscreen by default.
I'm going to guess P2 as a first guess for priority given that you could in theory ship without this. Although if product feels strongly that this is a critical feature, feel free to re-evaluate.

It isn't clear from that description how fullscreen differs from the default mode in which apps are launched on mobile devices, but presumably it means hiding the Android "notification area" (i.e. the bar at the top of the screen that displays status and notification icons).

Per bug 1235869, we're going to disable the Android web runtime, so we won't fix this bug in it.

(This is part of a bulk resolution of bugs in the Firefox for Android::Web Apps component, from which I attempted to exclude bugs that are not specific to the runtime, but it's possible that I included one accidentally.  If so, I'm sorry, and please reopen the bug!)
