This bug is for build changes related to updated compiler/linker flags 
in order to better optimize the browser.  Most of the changes will be 
in configure.in, config/rules.mk, and nsprpub/configure.in.

Removed the "/DB" flag (/DBGPACK), which caused 'out of memory' errors 
while linking gkcontnt.dll.
