+++ This bug was initially created as a clone of Bug #855390 +++

UX pattern is needed since this setting (and the UX choices we make here) will also apply to the Clock and Calendar and alarms. This is actually about alarm behavior in general.

Addresses row 12 of the LG 19 spreadsheet.

UX patterns and wireframes are expected outcomes.
We need a final rev of this one that also shows how the user can (per the other, user story bug I've attached to this one):
1) Set an alarm using a selected audible tone with vibration; - or -
2) Set an alarm using a selected audible tone with NO vibration; - or -
3) Set an alarm with NO audible tone WITH a vibration; so that the user can configure how s/he wants to be alerted in different scenarios.
