Turkish-F is a local keyboard layout widely used in Turkey, and it should be added to Firefox OS as an option for Turkish users.

Turkish-Q should be kept as default for Turkish/Turkey.

Turkish-F is just a "nice to have" instead of a requirement for a phone that we are shipping, right?

Yes, but I'm sure there will be whinings about it.

It took Apple years and a personal request from the President of Turkey to include in iOS.
It's already available on Android as custom apps.

Turkish-F seems to be enabled on master, but it's set as the default keyboard for Turkish and that's definitely unwanted.

I'm not sure how to fix this. Any help is appreciated.

Hi Selim, please file a new bug mentioning that the Turkish-F keyboard should not be the default keyboard for Turkish. This bug addressed the implementation of the keyboard layout and is not relevant to the default keyboard layout logic.
