868468 - Investigate how packaged apps sometimes end up with no nomination date

We've had a couple cases where a packaged app ended up with a nomination date of NULL. We should review where we set nomination date in various scenarios and look for this bug.

It might be related to prior versions being rejected or deleted by the user.

There are 4 apps with no nomination date right now and 3 of them have deleted versions in the history - one doesn't however * .

The number of apps impacted here is slowly growing...up to 9 now.

From looking, all but two (*) have deleted versions, and all but one of the apps with deleted versions have a version that is deleted, but still has a status of pending approval.  So I would have guessed it was something to do with deleting a version while its still pending - if it wasn't for the two apps that don't fit that pattern.
