Mail folders names do not redraw when mail folder window pane is resized.

Reproducible: Always
Steps to Reproduce:
1. Open mail window.
2. Increase size of mail folder pane.
3. Folders names that were to long to fit before do not redraw.

Actual Results:  The folders names do not redraw.

Expected Results:  Folder names should redraw

Also seeing this on Win98 2001061520. The highlight on the folder name is also
not extended to the full width. Creating a screenshot.
This frame should be re-drawn every time it is resized.
