This regressed a while ago, I think, but our tests missed it. I think there are two things happening:

1) Since ActiveSync can't grow syncs, we tell it we have an empty folder. This isn't quite true.
2) The front-end is over-aggressive in showing the empty folder label (namely in onSliceRequestComplete).

Thoughts on how best to handle this? Also, should we try to backport this to 1.1? It's not really a big deal, but it's a little bit misleading.
