Currently, the above preference option belongs to the "Enable features that help
interprete web pages" entity. It has nothing to do with it and may confuse the
average user (because of the "If you uncheck an item, pages may be loaded faster
but ..." warning). 
Besides that, IMO this option has more to do with Privacy and Security (e.g.
imagine how many uninformed users may provide their email addresses to adult
content ftp sites). It started like a netiquette custom but I think no one does
care for it right now.
Over to UI design.

I agree completely with Dimitrios. In the current diabolical category 
structure, probably the best place for this pref would be that top level of the 
`Privacy & Security' category. That would also have the nice effect of helping 
fill up the PSM team's bletcherously empty prefs panel.

Putting this in the privacy & security section would help more users find it and
use it to good effect.

With spam comprising more and more of email, bumping this seemingly simple bug
up to a higher priority has become more important.

I'd try my hand at it myself if my programming skills were of the Mozilla ilk.

nobody.  Those targets reflected the prioritization of past PSM management.
Many of these should be marked invalid or wontfix, I think.
