User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:20.0) Gecko/20100101 Firefox/20.0 SeaMonkey/2.17.1 Build ID: 20130410205058 Steps to reproduce: Composed a message, clicked Attach, navigated to a folder, clicked on an MS Word doc to start attaching with Open. Also have done the same sequence with double-click on the doc name. (Same result either way.) Actual results: Word 2010, which is not open, starts to install/launch. Expected results: I should have been able to attach the doc normally, without Word trying to launch.
Works for me on Mozilla/5.0 (Windows NT 6.1; WOW64; rv:23.0) Gecko/20100101 Firefox/23.0 SeaMonkey/2.20a1 Did you set open files with one click in system Control Panel - Folder options?

No. In my folder options, the double-click to open option is set.

Ok, check if this present in Safe Mode (Help - Restart with Add-ons Disabled)
Tried Safe Mode. Issue is still present. I should mention that only Word docs are the issue. For example, I can attach an Excel file without Excel trying to launch.
