two parts to that.
the root ca for which we needed to synch with 4.7X are in
but not the ones from bug 87185

Marking verified. The lists of CAs in 4.78b1 and 6/22 WinNT Netscape 6.1 appear 
to match up, though not in the same order or with the exact same description.

they're all in.  Order doesn't matter.  It was alphabetical by CN before, now
it's alphabetical by O.  Should make little difference, other than Verisign's
certs issued by RSA.
