Details
In bug 848297, we added support to let one package localize just parts of another package, and that's only required because we don't support fallback from one locale to another at runtime.
Once/if we do, we should remove the code path from the chrome registry we added in bug 848297.

Not exactly sure what's the status of this, but it's also 7 years old, and predates all the Fluent work.
