Currently all featured apps show up on all devices/platform irrespective of what's specified in the fetaured admin tool. We should enforce this.
Steps to reproduce:
1. As an admin, load https://marketplace-altdev.allizom.org/admin/apps/featured
2. Notice that twitter is not nominated to be featured for Desktop
3. Notice the Twitter still shows up as a featured app on desktop

This seems like bug 862454. Buchets will fix everything!

Maria is currently redesigning the featured tool and this will get fixed then.

Bug 889556 is the new featured tool. wontfixing this in favor of that.
