AR: CTP overlay is not displayed

This is repro only for vulnerable plugins.
Repro on FF 19. I couldn't get the exact range due to blocklist limits, but I think this was introduced from the beginning with CTP blocklisting (bug 760625 ?).
How is this different from the two other bugs on these issues?
There the overlay is displayed, but it's not clickable. Here, no overlay is displayed.

Still repro on 28.0a1 (2013-10-29)
Taking this for later, this is probably just differences in styling.
